WHO member states adopted the Pandemic Agreement by consensus at the 78th World Health Assembly on 20 May 2025. The decision followed more than three years of negotiations.
The agreement aims to improve international coordination and equitable access to vaccines, treatments and diagnostics during future pandemics.
Adoption did not mean the agreement was already in force. Further work was planned on a pathogen access and benefit-sharing system. This briefing reflects the WHO announcement on the date shown.
